It looks like the core error is
curl: (7) Failed to connect to mghp.osn.xsede.org port 443 after 77731 ms: Couldn't connect to server
I thought that was fixed based on this thread...
Nevermind, this is a new issue on OSX: QIIME2 native installation error on MacOS
