I want to update my QIIME2-Shotgun 2023.09 distribution to QIIME2-Shotgun 2024.02 distribution.
Is there any plugin to update QIIME2-Shotgun distribution in conda envrionment?

Installing an updated release of qiime2 is best done by creating a new environment from the environment files on our installation page (as in your second post). As to why you experienced an error, there was a hiccup on our end regarding some networking stuff--if you run the command to download the environment file again it should work
