is there a workaround how to natively install the latest Qiime2 version at an offline server cluster?
Miniconda3 (v4.9.2) is already installed.

Air gapped? 
You can install Qiime2 on an online / temporary / burner machine, then conda pack the full environment, audit it, and redeploy it without internet access. See:

You can also do this with Docker, if your security team prefers that:
