galaxy docker error

When I launch the q2galaxy package in docker I get this error:

2024-04-18 17:57:27 sqlalchemy.exc.OperationalError: (psycopg2.OperationalError) could not connect to server: Connection refused
2024-04-18 17:57:27 Is the server running on host "localhost" (127.0.0.1) and accepting
2024-04-18 17:57:27 TCP/IP connections on port 5432?
2024-04-18 17:57:27 could not connect to server: Cannot assign requested address
2024-04-18 17:57:27 Is the server running on host "localhost" (::1) and accepting
2024-04-18 17:57:27 TCP/IP connections on port 5432?

I was able to run it earlier today. I had issues uploading casava1.8 format paired end sequence files but the application was working fine.
I came back later and I started getting this error. Is that a busy signal?
