My commands are the same as the tutorial:
"conda env create -n qiime2-2022.2 --file qiime2-2022.2-py38-linux-conda.yml"

Did you delete any old copies and download a new copy of qiime2-2022.2-py38-linux-conda.yml file before you tried creating the environment?
Just to clarify, you do not have Ubuntu 20.04 installed on an M1 Mac correct?(I don't think this is even possible until 20.10 but I want to check 
).
You also may want to go ahead and try again as @ebolyen and I fixed some issues on Friday and updated the environment files.
