I would like to filter out taxa presented in less than 15% . Is this the command?
qiime feature-table filter-features
–i-table table.qza
–p-min-samples 7
–o-filtered-table sample-contingency-filtered-table.qza
I have 47 subjects so, 15% of that is 7 .
In less than 15% of samples? Yes you have the correct command 
this will filter out features present in fewer than 7 samples, not 7 different subjects — the two are the same if you have 1 sample per subject.
yes i have one sample per subject, in total they are 47 subjects and 47 samples
