Creating NCBI database and classifiers for 16S V3-V4 and ITS analyses

I would like to create a database from NCBI for seperately 16S V3-V4 and ITS analyses and create classifiers accordingly. NCBI doesn’t hold your hand into doing this unlike SILVA and GreenGenes.
So, if anyone has an opinion on doing this, could you show me a way?

Yeah, they sort of expect you to know how to use their system already
